The Guidelines presented in this text are aimed at higher education institutions either planning or currently running joint programmes. The text defines the core elements underpinning joint programmes, and considers how quality enhancement measures can be implemented across a joint programme network, outlining issues which need to be considered at different levels of institutions. The text is inspired by the notion of quality as “fitness of purpose” and “fitness for purpose”, considered to be the most appropriate conceptual foundation on which to build an inter-institutional quality culture. The Guidelines also examine the phases of a quality cycle, the different steps involved in developing and sustaining joint programmes, and particular issues related to mobility, financing, language, and logistical organisation. The Guidelines end with a list of issues and questions to be reflected upon in all processes related to the quality of joint programmes.
